Is that a liquid or is that a solution in water? If a solution, you need to know it's strength.
In general, for a liquid, you need yo know its density, then you can calculate how many grams you have. Then divide by the molecular weight to get moles.
If a solution, you need to know how much is substance and how much is solvent. You need some statement of strength of solution and whether that statement (especially percent or ppm) is by weight volume, mole fraction, etc.
