Well, if you want the answer is m^3, it helps to measure everything in meters.
1) 1 km = 1000 m
2) 48" *.0254 m/in = 1.2192 m.
3) Is that inside or outside circumference? You really need the inside diameter c = pi* d
diameter using above figure is 0.388 m
4) Volume of cylinder is V = (pi/4)*d*d*h = 118.3 m^3
If this is a real problem, and not homework, measure the inside diameter and correct step (3), then (4)
