An ounce is a measurement of mass, whereas a fluid ounce is a measurement of volume. One fluid ounce is 1.804 cubic inches. So it would depend entirely on what your converting. If you had one ounce of water, then it would be one fluid ounce. However, if you had one ounce of cream, it would be a little less than a fluid ounce, becuse cream has a lower density than water.
But, for the most part, if you're measureing things you're going to cook, the units are close enough to the same to make little to no difference.
