Liters of what? I have no idea how to compare radiant energy flux to liters of something.
Anyway, the langley is a 1 calorie/cm^2 of solar energy. As the entire CGS system and calorie (or Calorie) are specifically deprecated in the SI, it seems like a poor choice of units. Why not use watts/m^2, or integrate over the day and use joules/meter squared.
