I assume you mean mol/dm^3. ( 1 dm^3 = 1 L).
Steps:
1) Convert the moles in the numerator to grams. You have to know the molecular weight of the substance, or add up all the atomic weights of the atoms which make up the molecule. Multiple the moles by that number of grams per mole.
2) Convert the volume of solvent to grams by multiplying by it's density (water is roughly 1000 g/L although it varies slightly with temperature.
3) finally ppm (based on mass ratio) = (grams substance/grams solvent) x 10^6
