5.25% is 52500 ppm; you need to dilute it 525:1. I doubt you can measure anything less than 1 mL with any accuracy. With a small graduate, I would measure out 1 ml, put it in a larger graduate and add water to dilute it to 525 mL.
If you can measure smaller amounts well, measure out 0.2 mL and dilute it to 105 mL
