You have to know the real units. In the UK (and almost the whole world) paper is weighed in grams per square meter for any type of paper.
In the US, the weight in pounds is given for 500 sheets of basis sheet. Basis sheet is NOT the final piece you hold in your hands, but the larger sheet it is cut from. There are different size basis sheets for bond, index stock, book paper etc.
For bond (common office copy paper, stationery), the basis size is 17" x 22" (or 4 sheets of US letter). After much math, left as exercise for reader, for BOND paper, the conversion is 3.76. US 20 lb paper is 75.2 gsm. This constant has other (significantly different) values for other types of paper because the basis sheet for weight is a different size. VERY confusing.
