No, because you also have to specify the torque. Power is the product of torque and rotational speed (and possibly a constant, depending on the unit system used).
In the metric system, torque in newton-meters and rotational speed in radians per second gives watta directly.
In US Customary, you have to know that 1 hp = 33000 ft*lb/min, and there are 2*pi radians per revolution.
