Not so easy as it sounds...
Water weighs 8.35 lbs per gallon. BUT - How many gallons will a 35 lb can hold? That depends on what the measurement was originally made by.
If the can was designed to hold 35 pounds of water, then it would hold 35 lb ÷ 8.35 lb/gal = 4.19 gallons.
If, on the other hand, the can was made to hold 35 lbs of ash, or grain, or anything else, you'll need to determine the volume of the container in cubic inches (or feet) and apply the necessary conversions to get to gallons.
