I had answered a question very similar to this a month or so back, now I can't find the post.
In any event, lets look at the problem. You have a volume of cinnamon powder (1/4 tsp) and are looking for the weight of it.
The tool you need is called specific gravity: what does a standard volume of a given substance weigh? The units for specific gravity are generally given in grams per cc. The reference value is the weight of one cc of water, which is of course, 1 gram.
In dealing with powders, we usually deal with bul density, a similar unit the incorporates the void spaces within a powder.
THe best place to find the specific gravity or bulk densities of things I know of is at
http://www.powderandbulk.com/resources/bulk_density/material_bulk_density_chart_c.htm. They include just about every item you can think of!
That chart shows that the bulk density of cinnamon powder is 0.56 g/cc.
Having that data, we convert 1/4 tsp into grams There are 4.929 ccs per teaspoon so: .25 * 4.929 cc/tsp = 1.23 ccs
Then multiply 1.23 grans by 0.56 g/cc and we get 1.23 * 0.56 g/cc = 0.689 grams. (That would be 0.0243 ounces)
