If the item is 16 liquid ounces, and the dilution ratio is 100 to 1, how many TEASPOONS or TABLESPOONS does one add to one gallon.

I'm a little confused as to what you are asking.
1 fl oz = 2 Tablespoons = 6 teaspoons
1 gallon = 128 fl oz.
If you wish to mix 1 gallon at 100:1, you need 1.28 ounces
So measure 1 oz in a measuring cup (or 2 Tablespoons).
You still need another 0.28 ounces x 6 teaspoons/oz = 1.68 teaspoons. You could measure 1.5 or 1.75 with standard spoon sets. so 2T, 1 + 1/2 +1/4 t
Better yet, don't make a full gallon. Use 1 oz product, 99 ounces (12 cups 3 oz) water to make 100 oz. at 100:1.
(12 cups is also 3 quarts)
Still better, in metric, dilute 40 mL of product to 4 L with water (just a little over a gallon if you have room, or 35 mL to 3.5 L is a little less than a gallon.
