It is an adjustment of flow at actual temperature and pressure to "standard" temperature and pressure. Except there are different "standards."
Pressure is usually 1 atm = 101.325 kPa. However, temperature can be 15 degrees C, 20 C, 60 F, etc depending on industry, country. Figuroing out which "standard" applies is part of the problem
For gases, use ideal gas law to recalculate at standard. For liquids, you have to know how the density varies with temperature (different for different liquids).
So it depends on what is is, and what "standard" is. More info is required to help more.
