A is the best. Most grading systems use either "E" or "F" not both for a failing grade. "D" is a very marginal pass. Generally, the letters have the connotation A = excellent, B = good, C = average, D = below average or marginal pass, E or F = failure.
The exact percentages on a test vs letter grade vary from school to school. The letters are amended with "+" or "-_ to create some intermediate grades.
Where a grade point average is computed, usually A = 4, B = 3, etc. If plus and minus is assigned as part of grade, it usually changes the numerical grade by 0.3
Grades in all subjects (and over all years of high school, or later, college) are averaged to determine GPA, grade point average. High school GPA is important in college admission, employers usually look at college GPA.
