i'm trying to figure out the volume of water in a frustum that has a
base diameter of 2" and a top that is 3" and a altitudeof 4" in ounces

You need two things:
*The volume of a cone frustrum
V = (pi/12)*H*(D1² + D2² + D1*D2)
This answer will be in cubic inches
*Conversion to ounces
1 gallon (US) = 231 in³ = 128 fl oz, so multiply the cubic inches from above by 128 fl oz/231 in³ to convert.
You do the math. :)
