There are 1 million mg in 1 kg, so 15 mg/kg IS 15 ppm (by weight).
Note that ppm is a vague, poorly defined term. It can express a ratio by weight, volume, or mole fraction. Which "flavor" of ppm is meant should ALWAYS be specified. If you meant ppm by volume or mole fraction, there is not enough info.
In fact, both NIST (SP811) and ISO publications deprecate ppm in favor of terms that clearly specify the units such as mg/kg, µL/L, or µmol/mol. There is NO ambiguity with those.
