ppb is ambiguous because it can be by weight fraction, volume fraction, or mole fraction (the last two are the same for a gas).
As a molar fraction, ppb would be, for example nmol/mol. The ozone is already measured in nmol. Whatever the dilutant gas is, air or something else, the volume occupied by a mole can be calculated by ideal gas law if you know temperature and pressure. At STP, 1 mol occupies 22.4 L. Therefore your liters of gas, at known temperature and pressure, can be converted to moles.
