Now, what if 99 boxes are full of feathers and 1 box is full of lead. If the mass of the 100 boxes is still 100kg then no matter which box you choose it will NOT have a mass of 1kg.
Therefore for heterogeneous mixtures, 1ppm does not = 1mg/kg
