I'm afraid this is about as easy as it gets, using US/Imperial units is a lot worse!
micrograms to grams - There are 1,000,000 micrograms in a gram (that's what the 'micro' bit means), just divide by 1,000,000
Grams to micrograms - Reverse operation, multiply
grams to killograms - There are 1000 grams in a kilogram (kilo means 1000), so I'm sure you can work this bit out in same way as above.
millograms to liters - bit more complicated as milligrams (note spelling) are a measure of mass, and liters (litres in Europe) are a measure of volume, however if the substance is water then 1 liter = 1000 cubic centimetres = 1000 grams and there are 1000 milligrams in a gram, so you can do the rest!
