1 cc is exactly 1 mL
"cc" isn't really correct. It's an abbreviation for cubic centimeter, but the preferred symbol is cm³.
Although it can be other shapes that are 1 cm³, 1 cm x 1 cm x 1 cm would do it. It will only be 1 cm tall if the area of the syringe is 1 centimeter squared.
