It's not precisely french; only so far as it's a measurement of flow using metric units, which originated in France. It would be used by anyone wanting to know how many liters of something flowed in one second.
To convert liters per second to cubic feet per minute, we will again pull out our trust tool, unit analysis.
The first thing we'll do is find the conversions we'll need. There are 60 seconds per minute, and there are 28.317 liters per cubic foot. By placing the units onto a divisor line, we can so the relationships:

Now we can cancel the units that appear on the top and bottom of the divisor line:
